HONG KONG – Financial regulators in Hong Kong officially launched Hong Kong FinTech Week 2026 today at the Hong Kong Convention and Exhibition Centre, setting out strategic initiatives to govern autonomous artificial intelligence agents and scale cross-border digital payment infrastructure across global markets.
During opening speeches delivered by regional financial leaders, the Hong Kong Monetary Authority and Securities and Futures Commission outlined binding oversight principles for agentic finance. Under the new frameworks, financial institutions retain absolute legal responsibility for operations carried out by autonomous AI tools, while mandatory human oversight limits and emergency system shut-offs will be instituted across credit scoring, automated compliance, and algorithmic trading operations.
To expand retail transaction capabilities globally, regulators announced a direct cross-border linkage connecting Hong Kong’s Faster Payment System with UnionPay International network infrastructure by the end of 2026. The technical integration enables direct payment capabilities via QR code scanning across more than 100 million registered merchants located throughout mainland China and over 40 international destination markets.
Additional regulatory priorities presented at the forum focused on upgrading institutional cybersecurity protocols. The monetary authority introduced sector-wide guidelines establishing post-quantum cryptography frameworks to protect institutional banking databases, alongside a structured regulatory innovation pathway designed to accelerate commercial deployment of tokenized real-world assets, investment funds, and institutional settlement mechanisms.
