MALAYSIA, 1 JULY 2026 – Bank Negara Malaysia has opened a one-month application window for financial institutions seeking to participate in its Financial Technology Regulatory Sandbox Green Lane cohort, running from 1 July to 31 July 2026.
The Green Lane is designed to provide an accelerated pathway for eligible participants to test innovative financial solutions that face regulatory impediments, replacing the standard process with a one-off institutional assessment and a simplified solution registration process for each subsequent solution tested under the programme.
Who Can Apply
Applications are primarily open to licensed financial institutions, including banks, development financial institutions, insurers, takaful operators and money services businesses that can demonstrate strong risk management, compliance and governance capabilities.
Applicants are required to submit a list of proposed solutions intended for testing under the Green Lane, accompanied by a brief description of each solution’s business model, target segment, relevant regulatory impediments and planned testing date. They must also provide an assessment of the aggregate cap on expected financial losses across all proposed solutions, and ensure that testing within the Sandbox environment is limited to 20,000 customers over a 12-month period. Once approved, participating institutions may use the simplified solution registration process before commencing testing for each new solution registered under their Green Lane approval.
Options for Fintech Companies
Non-financial institutions, including fintech companies, are not eligible for the Green Lane cohort directly but may still participate in the Sandbox through two alternative routes: the Standard Sandbox track, or by collaborating with an eligible financial institution on a Green Lane solution.
Applications must be submitted to fintech@bnm.gov.my by 31 July 2026, together with the required supporting information in accordance with BNM’s Sandbox application requirements. The Green Lane cohort reflects BNM’s continued effort to lower regulatory friction for financial innovation while maintaining appropriate safeguards on customer exposure and financial risk during the testing phase.
